I have already taken to my local dealer before I stated trouble shooting myself. They wanted to sell me a $1500. ECM but said that they could not be sure it would fix my problem but I would be stuck with it. Why didn't they just reflash it then?

I would buy the aging wiring but cruise control and odometer still work, plus I can log the mph with both my superchips and a borrowed Snapon scanner. If it is indeed wiring it has to be between the ecm and cluster.

Everyone affected, did this start after a lengthy battery disconnect or lengthy dead battery?

Not sure how long shop had the battery disconnected, took it in Wednesday evening and picked it up Monday afternoon, when I discovered the CEL. They changed the header and had to cut and tig weld the tailpipe to fit around the lift stuff. Runs great now, but I live in a smog regulated zone and with the CEL it won't pass. I have about two months to get it resolved or else???

My odometer works and doing the check gauges test confirms the cluster is functional. (Hold in the trip reset button, turn on ignition but don't start, continue holding in for three+ seconds release and watch all gauges cycle one at a time, lights too.)

I agree it just seems like a stupid programing issue, not anything real. I used to do process control in manufacturing before I retired and this is a very frustrating situation. No access to the tools that are comprehensive enough to adequately fix the problem also irks me!

    READ. post #5 above.

    why subtle things matter.
Help your uncle jack off the horse.
Help your Uncle Jack, off the horse.

The above added trouble tree alludes to INSTRUMENT CLUSTER SOFTWARE. Does not mention ECM.
If you ask for a ECM reflash that is what they will do, not the same as repair p1692.

If your jeep service writer did all that BS to a good jeep I would question the skill level at the dealership.
But its Saturday and the Bourbon is free ....

I apologize, I must be missing something, the trouble tree you posted only mentions the PCM? I sincerely appreciate your input, I welcome all and any help I can get, I will admit I did skim over your post, I reread the trouble several times but because it was talking about the ECM and others have posted they did a ECM flash with no results I disregarded it. I see now in your text it mentions IPM, could you please elaborate on that, please keep in mind most of us are weekend tinkerers and not trained Jeep technicians that will understand the trade acronyms. If we have to take these to the dealer to get something reprogrammed or reflashed it would be nice to be able to explain to the tech exactly what has to happen because as you alluded to earlier “trained” mechanics aren’t what they used to be. Again, I sincerely appreciate your help, I have been scouring the internet for several months and your input is the best lead I have seen yet.

Yes it is rocket science... gone are the days of KISS.

Computers are the new world and your jeeps are loaded with them, don't get me started on the newer
Gateway systems you will freak out.

The IC = instrument cluster, AKA EMIC.
PCI data bus = the system (wires) the computers modules communicate over.

Information stored by the IC related to this code in -
Electronic Pinion Factor - The IC stores the tire size, axle ratio, and transfer case type infor-
mation for use in calibrating the proper vehicle speed and distance values for display by the speedometer
and odometer, as well as for use by other electronic modules in the vehicle.
    >>>The IC provides this information when requested by other modules over the PCI data bus. <<<
The electronic pinion factor settings in the IC requires the use of a DRBIII scan tool.

The PCM does not see the 'stored' information (above) it is asking for. That is the information stored in the IC under Electronic Pinion Factor settings, Also there is a axel locker 'file' I would reset.

Last question, is this tool something only found at dealerships or will most mechanics have it?

With all these high tech computer systems in today’s cars, in 30 years getting the “barn find” vehicles running again will not be as simple as putting a battery in them and pouring fresh gas in the carb.....

mothers day, be sure to at least 'contact' mom. Good karma.

    TMI:
There are other scanners out there that can do this, installers need to access when changing tires, gears, wheels transfer case ratios etc. But most dont give a Shxx and do it 1/2 assed, take the $$.

The other thing needed is access to chrysler jeep data base, that is ca ching for independents to buy the inside info. Needed is the build configuration - and this is a rubi and they are configured different than most wranglers.

The dealer will have all this available to them thru the VIN number, that will get the 'programs' originally loaded in your jeep to Program the missing specs. Akin to replacing the entire cluster.

Next is skill level and 'unmentioned' details, other codes ie 'U' series codes and other modifications.
You are sure only 1 code. The mentioned service writer with a jeep who could NOT seam to repair a jeep at a jeep dealer, that screams that pieces of the story are missing, or a skill level mismatch.

    suggest:
Talk with jeep dealer, mention the issues explain the storage with battery removed the code and what they suggest. Ask about the programming or inspection of the IC/EMIC specs, the person you likely talk to will not understand this scenario as you do now. I will dig deeper for more BUT as mentioned its mothers day. Keep us posted.

Not my day I'am a different type of mother.

    Re. post #24

As Tigman said in #25, missed the reference to the ICS. Makes a lot of sense on reflection. Now I am not sure I can trust my dealership, fortunately their are two more within an hour travel time. Thank you Awrench, this helps a lot.

So far on my part. Did verify the first dealer flashed the Instrument cluster as well as the ECU, no fix. Went to the second dealer and their service manager had no help to offer. Have an appointment with the third dealer for Tuesday next, not really hopeful there either.
The service writer at the first (who had the problem with his personal Jeep) told me he replaced the dash unit with an after market shell and S-W gauges from Summit Racing. He suggested and printed out a Digital unit from Intellitronix Corp DP6014B for $400 also from Summit. Once I looked it up at home discovered that it won't work with electronic transmissions, so no go for me with the 42 RLE.

I hope that they find something. I looked at the aftermarket gauge cluster not happy about cutting my harness and I think you some indicator lights like 4x4 and lockers.

Sorry guys but I am bailing on this one, trading in for a low mile 2016 JK Rubi that just got traded in for a JT Rubi. ($5k premium over sticker here, may be up to $10k in California from what the salesman said.) I was thinking about a JT, but not for that kind of money. Good luck!

I Will if I ever find out where it goes/went! Dealer put it up on their website before I even turned it in, it is gone now though. Will be visiting this week to pick a part and ask the salesman a question, now two.

how could the dealer sell the vehicle with that issue?

Check engine light and instrument issues?

Are we to believe buyer did not notice OR inspection overlooked that?

I think there is more to learn about the issue .

Here in Nevada only two counties, Washoe and Clark (Reno and Las Vegas) have smog regs. so it can be sold to all the other counties, not federally legal but there is no testing in those jurisdictions, so most anything goes. It is a fur piece between things out there!
