Does the gas tank shield hold up the gas tank? Or are there straps under the shield?

One of my first upgrades on my '94 GC was the gas tank skid as the straps/tank looked vulnerable on the trails and ditches. Based on the age of your jeep looking at the straps might be a good idea in the rust belt.

The shield looks strong when it was all there. Its just a starting to rust out. And I need to know if its then only thing holding the tank up

Another thing to consider is the "FIX" that Chrysler+NHTSA made to protect the plastic fuel tank with a tow hitch. There is a potential danger of the rear-mounted fuel tanks in the 1993-2004 Jeep GC thus the decision to install "free" tow hitches.
