Missing vacuum hose from throttle body

    I just failed a smog test because I was missing a hose from the throttle body. Can anyone tell me what this valve is for?

    some thoughts-
    how does jeep run?
    Did they say open vacuum line- just a visual issue OR
    some issue ie EGR*vacuum missing that would be easy.
    Would putting caps on vacuum connections be an answer? So easy -

    * EVAP, dist, trans, etc

    Welcome! I'm a bit in awe that the tech fails the YJ on the smog test and points out the problem on a 23+ year old jeep.

    The technician didn't even know what the valve was for, and I looked at another yj and it doesn't even have the valve. I think the caps is the best bet.
