I am guesssing, but it sounds like torque steer from the rear end.

Torque steer. Jeeps have open differentials, meaning that only one tire spins at a time. So, if you punch the gas and hold it the one back tire that is spinning has enough torque to turn the jeep. So if the right tire is spinning then it will torque left. When you let off the gas it will over compensate to the right. Try putting it in 4WD and see if you still have the same issue. When in 4WD usually the opposite tire in the front will. Back right and front left and visa versa.

One question. If you are at cruising speed whether 35 or 65mph does it drive straight?

As far as 4wd. I cant drive everywhete like that.
I had 2 other jeeps .A 93 and 98. Never had that issue.

Now question is, what can be done about it ?

I agree that you can't drive everywhere in 4WD. I am just trying to narrow down your issue. I believe the 94 is the first year of the HO motor at 180HP, and a lot also depends on the gearing as to how much torque is being transferred. The 98 has even more HP, but the whole suspension was redesigned. For me the rest is subjective data based on what you feel when driving. It is hard to diagnose issues like this when not actually there. Installing a locker would force both tires to turn at the same rate of speed eliminating the torque steer. Spartan lockers are easy to install, work great, and there is no need to set the gears like when installing a Detroit, but I do prefer Detroit lockers in my own vehicles.

You say it drives straight when cruising so your alignment is good. Did you have this issue before you put the 6* shims in? Do you know where your axle sits as far as degrees? The CJ and YJ like it best sitting at a -6*, or rotated back 6*.
