2000 Cherokee Ineffective heater.

    Guys,
    It appears the heater is ineffective -:
    Couple of questions -:
    How much resistance can be expected on the right heat select knob, it feels rather "easy" when it is moved.
    There appears to be "something cycling on/off" when running when the HEATER is selected.
    Rather like the compressor !!!.
    Fan speed selector works fine.
    Is there something under the hood, like a "Tap" to turn the hot water flow to the heater on or off...
    Any suggestions gentlemen on where to start looking...
