To get 2" of lift your shackles will need to be 4" longer than stock.
In the rear that may be ok, but I am not sure a 4" longer shackle on the front would be wise.
I would probably look at a 1" lift shackle and maybe some zero rates (http://www.offroaddesign.com/catalog/Zero Rates.htm) or maybe even just some add-a-leafs if you plan on changing it up later anyways.

The most lift you can get with a shackle is 2inches. Now online, when you see a 2in shackle lift, it usually means that the shackle is longer than stock by 2inches and equates to an actual 1in lift. That should be enough to squeeze in your 31s.

One more thing on the shackles. On YJs, If you measure the stock shackles they are 3 1/4 (3.25) inches from center of bolt hole to bolt hole. To get one inch lift they would need to measure 5.25 inches. I have in the past when ordering asked for the exact measurements. I would get these from Rocky Road. I have ordered several sets and have always been happy. https://www.rocky-road.com/jeep-shackles.html They also have very good lifts.
