Also it has about 170,000 miles and the 4.0 straight 6 engine. Is $4000 a fair deal?

Welcome @Bigcat77 ...interesting TJ but be ready for a project getting those seats or tub restored back to spec. Based off the pics there seems to be a fair amount of rust going on the body, frame and who knows what under the "bed". Restoring the tub, rear seat, sport cage, tail lights, etc., all depends upon what was removed to make this project. IMO the TJ looks to have lived a tough life and has a few things going for it 4.0 and the price. If the frame, motor, 4WD checks out I'd consider a longer steel bed. Post up what you decide. @TJ_abuser good catch

Seems a fair amount of rust on the frame around the rear lower control arm mount is this a north east Jeep? The salt they put on roads kills everything made out of metal

That is a great price in Texas, but we don't have the rust issues you have. What is that black thing on the back of the jeep covering the back, and both quarterpanels? Is it removeable? If not, I would not be interested in it cause then your looking at a rusted frame and useless body if as you say you want to put the rear seat back in. If it is removeable then yes you can reinstall the back seat.
