95 grand cherokee not shifting into 4 gear

Hi guys. I recently bought a 95 grand Cherokee compelty stock. When i put it in gear and start to drive everything is great. Engiene starts like its brand new ( this is the original motor 4.0 staight 6) and shifts 1 through 3 perfectly. The problem is when it needs to go into 4th gear it dosent it just revs into the higher rpms but i can feel the trans wanting to shift into it. I checked the trans fluid and detent / kickdown cable and they look brand new assuming the prior owner replaced them. Any and all advise will help.

it is not shifting, did you check OD light - it does come on when button pushed?

NO check fuse #21 fuse block

YES it come's on - lets check trans codes BEFORE going into trans.
