What should be replaced while there

    1995 Wrangler YJ S
    Has a snorkle, and a lot of stuff I have no clue about.
    So I am currently trying to start doing the math on repairing a YJ frame versus swapping. I have a good friend who is a retired welder and worked on high pressure lines in juice plants so I know he can handle that. I am trying to figure out how do i really say this section is ok versus well I am already under here why not nip a potential problem now. Basically besides the obvious what you you replace if you were already working on it anyways. He had coated the frame with something that also gives me cause at what may lie underneath. Thank you
