No Start, Check Engine light on very faint, No fuel Pressure at test port. My Daughters Jeep.

    Ok guys, I'm just Dad, My daughter's 1995 Wrangler with 4.0L doesn't want to run. Last time it ran for 15 seconds, died. Now starts for 2-3 seconds and dies. The fuel rail has no pressure at the test port. During cranking I will get a flow of fuel. Fuel pump is 3 months old.
    The strange thing is the Check Engine light comes on with the key on, goes off, but is still illuminated very faintly. Just found out how to access OBD I. I don't know if there are any.
    I have heard about the capacitors in the ECM problem, and I wonder if that is why the Check Engine light is very faint after 5 seconds of Key On?

    Any ideas, information, etc. would be appreciated. Being Dad, this is probably on my dime.
