1983 CJ-7 Carburetor issues

    After sitting since 2009, my 1983 CJ-7 is running.....sort of. At 1500+ rpm's, the engine is very responsive and smooth, but quickly dies at idle speed. The carburetor is non-functional....there's no movement at all on the large air-flow flapper (not sure of proper name)...it's wide-open all the time, the mixture pin never moves, and the solenoid also never moves. The carburetor should be actively responding to computer commands, but isn't doing its job.
    Should I suspect the computer is dead? How should I test it?
    Other potential problems? If the engine has been Nuttered, I have no idea how to test that change. All the wiring is overwhelming.

    It's froze up with old gas and gunk. A good rebuild or, as I did, a Holley EFI and you'll be making trails again.

    Thanks Rocket.....
    The choke flutter valve rotates freely. I even cleaned the twin pins, and there were clean as a whistle. The fuel jets also work very well......the problem is that the electronics don't control the carburetor. I found out yesterday that the engine has been Nuttered, which will be problematic for passing an emissions test. I'm thinking of returning it to original configuration, with a replacement computer, just in case.
