MISTAKE: on title of this thread. I meant 35’s

Went to the tire dealership here (Discount Tire) and the salesman told me it’s possible to go with 35’s with no issue. I asked him about rubbing and he said it should not be a problem. I walked out.
I believe there will be rubbing so my question is, how much modifying is necessary? Can I get away with just changing out the fenders or is it more involved?

Think the Rubicon has different fenders that can accommodate the 35s. Could always update the fenders after the 35s and/or just go for a small lift too.

Another thing you might want to consider is will those 35" tire accept tire chains with out rubbing. I have been on many trips in the snow using tire chains and they made quite an improvement, even with mud tires. Braking with a larger tire than oem also is a factor.
