1989 yj flooding issue

good day all new to the group havign some issus with my 1989 yj looking for advice
4 cylinder throttle body injected 5 speed all factory.
symptoms
hard to start if it will start excess fuel in crankcase and air filter when it does start runs good enough to play in the field but not necessarily enough power to road drive it has lots of raw fuel smoke.

done
timing chain
compression check 120-130 all
new vacuum lines
new throttle body gasket
timing chain
tune up plugs wires cap etc
new egr valve
pcv rattles accordingly
new air filter ... well it was
i have no check engine light

i am thinking something in the egr system not pulling ai rout of engine as it leaks oil out every opening dipstick fill cap everywhere and it all smells like gas though maybe bad throttle body took the one of my other running yj an it does the same thing at this point banging head against wall any advice would be much appreciated.
