Do you hear the fuel pump prime when you turn the key to on? have fuel pressure at the rail? - if not... pull connector and hook a multimeter to the vehicle side of the connector, turn the key to on. You will probably have to verify which wires as there should be multiple, some for the fuel pump and some for the sending unit/gauge. If you get power at the connector I would suspect the fuel pump. Unfortunately it looks like you will have to drop the tank to do that.
    - if no power from the plug I would check the fuses and ASD relay in the PDC (Power distribution center) under the hood.

Getting spark? - pull a spark plug and lay it so the threads on against a metal part of the engine with the plug wire attached, crank the engine over and see if it sparks. Good to have a helper here... If no spark it could be the ignition coil or Crank position sensor. Here is how to test the CPS: https://www.fixjeeps.com/crankshaft-position-sensor.html

I don't hear that fuel pump prime when I turn the key on and I don't have no fuel pressure at the regulator. Which connector are you talking about to put the multimeter on? The connector on the fuel pressure regulator rail?

I will say that after my oil change I have been experiencing long cranks before starting up and before that will change it will start right up as soon as I turn the key

The connector for the fuel pump under the vehicle. Also helps to have a helper here unless you have long leads for the multimeter.

I'm at a laundromat probably a couple of blocks away from home and I'm not sure how the owner is going to feel about me leaving the Jeep here not to mention this isn't a great area to leave it. I'm walking to the auto parts store right now to get a can of starting fluid and hopefully I can drive it at least home to go ahead and check the connections.

My 93 XJ has always had a fairly long crank, not as much since I changed the fuel pump a couple weeks ago but still a couple of seconds. My '00 would fire up less than a second after turning the key.

Probably going to have to drag it home. If it was like my 93 and you didn't have to drop the tank you could do it in the parking lot fairly quickly.

You would think that I would have some type of fuel problem before the fuel pump failing right? My first thought was fuses but I can't find a fuse that's associated with the fuel pump on a 93 ZJ and I also thought fuel pump relay but I don't know how to test that

And by "do it" I meant replace the fuel pump and fuel pumps for the Grands are not cheap. :sorry:

I have had them up and quit unexpectedly more than once. Luckily both times the vehicles were in the driveway. They worked until they were shut off and then gave up.
The lid for the PDC should have some fuse diagram. Usually for the relay you just swap it with another such as the electric fan relay.

Looks like you will want to poke the Orange wire with black stripe (positive) and the black (negative) wires to see if you are getting power to the fuel pump.
I believe fuse #6 (15a fuse next to the fuel pump relay) is the fuel pump fuse.

the fuel pump will only run for @ 3seconds if jeep does not start right up.
this makes checking a 2 person job.
Is the CEL on? does it come on @3seconds every start?
Is there spark at several plugs?
As someone tries to start jeep, spray some carb or brake kleen into TB did it hit or try to run on spray?

Okay I did the multimeter on the connector coming from the front of the engine and not from the fuel pump. The only voltage I get is from the pink wire and I get 6.18 volts. The fuel pump is relatively new. I can tell because the connector and the wires are brand new and don't have any grease or muck on it

I tried that with the AC relay but my AC doesn't work either so I don't know if that works.

It ended up being a 15 amp fuse that was next to the fuel pump relay. The fuse broke. Probably blew when I was adjusting those wires on the transmission, I did touch a bare wire and it sparked
