Hey so I have a 89 jeep Cherokee xj with some issues. For one, when in idle the rpms will raise and lower some what drastically, it sounds like it idles hard and posssbly the timing's off? And the biggest issue, when rpms reach past 3k fire comes out of my exhaust and won't stop even when brought down to 1k. If I let it sit then start it up no fire till it reaches 3k

Flames out exhaust timing issue or valves are getting stuck open, or something what they call floating when the valve springs are weak the valves will stay open at higher rpms. Timing issues could be vacuum (or lack of) to the distributor, vacuum or mechanical advance of the distributor not working, could be you just need to set the timing. Stretched timing chain that was able to jump teeth, etc. On the valve side you may need a top end done. All these are guesses.
