I went to dealership they told me that it is completely normal now here's my problem I have a Wrangler JL Unlimited they had a JL Rubicon Unlimited we put them side-by-side the Rubicon is whisper quiet when the AC is on high mine is not and they are telling me that is completely normal which I do not believe so basically what they are telling me is if I spent an extra $10,000 I would have gotten a quiet coolant fan

Even the JL Rubicons are that way. I have noticed it in person a few times and also in a ton of videos. If you watch any of the JL journal videos you will notice it there as well.

Under-the-hood insulation pads are found on some models. Perhaps the lack of an insulation pad on your JL could explain the difference in volume when you compared the JLs.

(this is a jk with insulation pad)

I don't think the blower fan is excessively loud. It does throw itself into tornado force mode when first turning on the system, but the noise seems normal for a high fan setting.

Take a video of it. Post it to youtube. Then post the youtube link here so we can all hear it. Maybe your right. Sounds like it is time for an LS upgrade.

Hard to tell if it is abnormal, but I could still hear other background noises with the fan on high. It may not be an option for you, but I do know of people switching to other fans known for being more quiet while offroading, because of the same things you are saying, that the factory fans are just too loud and obnoxious when your average speed is just 5mph on a trail. I have never really noticed. Guess I'm just too excited to be out on the trail.

Your quiet replacement fan will always be "suspect" against any future claims for overheating or melt downs or emissions fails or poor performance or etc

Electric fans generally turn on or off with a temperature sensing switch (thermostat) and are not triggered by the a/c blower fan speed. Check out another similarly equipped JL at another dealership or insist for them to check whether your JL is wired correctly. My vehicles have similar loud fan sounds on hot days as the thermostat cycles the fan to come on/off based on operating temps.
