if its like my grand Cherokee, the tail light assemblies have circuit boards that go bad, may need to replace assemblies if you have power and groung where they need to be

Where is that located? Is that what holds the 3 sockets in place in the actual light?

its built into the assemblies, and although your getting power to it, are you getting power and ground out to the bulbs? because you are obviously losing it somewhere

Getting 12 v to the lights. Top brake light is working. 2 bottom ones are not neither is the left blinker. Replaced bcm, and sockets. Fuses and bulbs are good. Even replaced the blinker relay. Now instead of the blinker going fast like it was (like I had a blinker out) it's blinking normal but not lighting up on the rear end. Also, since I replaced that relay, now it's idling REALLY high and when I hit the breaks my right tail light goes out and still... No break lights

Sounds like it could be a grounding issue.
