I've been told different things about what size I can go. I was hoping for 15s but someone told me I can't because my rotors are to big I'm just looking for the best option and the right answer

Howell fuel injection, header, HEI distributor, TH350, NP208, SOA lift with YJ springs in the front & GW springs in the Rear. AMC20 with G2 1 piece chromos trussed, Dana 30 with G2 chromos and 760x ujoints and MM Stainless Hubs, Geared 4.56. Tom Woods shafts, Metal cloaks, Caged, 37" Toyo MTs.
16s are the smallest you can go without mods. It's not the rotors that are too big. It is the calipers that rub. I have seen some guys take their calipers and have the outer edge machined down to fit 15s.

Cheapest basic black rim is going to be a 15x8 or 15x10, 16x 8 or 16x10 black Steely, like a super 8 or D ring. I run 15x10 chrome Super 8s on my Jeep.
